The file Microsoft.Crm.Tools.EmailAgent.SystemState.xml has become corrupted. I do not know why or how it happened but I simple renamed my damaged file from the C:\Program Files\Microsoft CRM Email\Service folder and started the Email router service. A new Microsoft.Crm.Tools.EmailAgent.SystemState.xml file was generated and populated with my <State> settings information.
This problem occurs because Microsoft Dynamics CRM is not configured to use your credentials to send and to receive e-mail messages. Therefore, the Microsoft Dynamics CRM E-mail Router does not have the user name and the password to retrieve the mail. See ME947094 for details.
