Build a great reporting interface using Splunk, one of the leaders in the Security Information and Event Management (SIEM) field, linking the collected Windows events to www.eventid.net. The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.

Suggested troubleshooting steps:
1. Contact the owner of this application and to find out in which state should the related service be running (Manual or Automatic)
2. In my case, I found a bad PATH to setup dir configured in MRTG config file in path C:\Program Files\OPENXTRA
3. Double check configuration files for this application
4. Try to start service via command line from application source to see some more error messages
