Most probably the message description for this event should simply say: "Transparent Proxy Server started." but the event log message file for this source is not configured properly (or does not exist). It would be normal when you start the computer as the Symantec Norton Personal Firewall initiates its services. The "transparent proxy" is used to act as an intermediary between the web browser and the target web site (so Norton can inspect the content of web pages before making it available to the user).
