I had the same issue on one of our system. In my case it was not necessary to configure the SMTP as we do not use it, we use SNMP. Therefore I disabled this service, as on the other servers it is disabled as well.
In my case, the "HP Insight Event Notifier" service was installed, but not configured. If you want to get rid of this eventlog entry, simply configure the service (in my case with the wizard "%SystemRoot%\system32\CIMntfy\lwconfig.exe").
