Open regedit and navigate to HKLM\SOFTWARE\Microsoft\Microsoft SQL Server\MSSQL.1\MSSQLServer\SuperSocketNetLib\AdminConnection\Tcp.
Change the option from 0 to 1. I had this enabled through my SQL Manager but the registry was still showing the setting as 0. Changing it to 1 for Enabled should resolve the issue.
We had this same issue and restarting the Sqlbrowser service cleared the error.
In my case, this event occurred after the SQL Server 2000 databases had been deleted from the same box where SQL Server 2005 was installed as well. The SQL Browser service is part of the SQL Server 2005 and it was still looking for them. After a reboot, the error was gone.
