The description for Event ID 1 from source TabletServicePen cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.

If the event originated on another computer the display information had to be saved with the event.

The following information was included with the event:

Prefs: Failed to get user path

the message resource is present but the message is not found in the string/message table
The Event ID 1 is usually followed up by a 2 EventID with TableServicePen being the source. The number 2 event states that there is no path to the preferences file.

Fix #1: WACOM support forums shows that a fix is to use the Bamboo Preference File Utility to Remove All Users Settings. The stated issues range from corrupt [user].dat preference file to startup utility conflict with the TabletServicePen driver.

Fix #2: WACOM support forums also shows to disable the Another fix is to disable the Tablet PC Input Service as that is only needed for gesture and flicks. It also states to set the TabletServicePen service to Automatic(Delayed) in the event there may be a service startup conflict.
