Description
Couldn't reach USNO or NIST by Internet (maybe blocked by a firewall).
Comments

This event can be caused by an improperly configured TIMESERV.INI. Of course, as the message suggest, there might be a firewall that stops the service communicating with a time server (i.e. US Navy Observatory). The TIMESERV uses the NTP protocol (UDP/123).

Example of TIMESERV.INI:
REM This is TimeServ.ini, to be placed in %SystemRoot%
