If this happens during an upgrade from Sharepoint Services 2.0 SP2 to v3.0, remember to run the "prescan.exe /all" command from %Program Files%\Common Files\Microsoft Shared\web server extensions\12\BIN prior to running the Configuration Wizard.
Run the following command from the command prompt:
C:\Program Files\Common Files\Microsoft Shared\web server extensions\12\BIN\psconfig -cmd upgrade -force
You should then be able to uninstall SharePoint from your machine. After the uninstall is complete, re-install and when applying the TR patch stop the search service and delete the search registry keys as if you were performing an upgrade of an existing site.
