I have found that if you delete the "HKLM\Software\Microsoft\MSLicensing\Store\License000" registry key, it will resolve the problem. Make a backup first.

Be sure that you have everything in place on the Windows 2000 Terminal Service License server. See ME239107 and ME232520. All the pertinent links regarding TS license server are in ME250776.

Also be sure to check the Feature Release level. If your license only applies to non-FR-licenses,
but the server is set to use the FR, then you will too get this error.
As per ME216843, this may occur if the Citrix MetaFrame server runs out of pooled licenses.
