This error is the result of the wrong version mapi32.dll being used. The Microsoft article ME243659 describes what needs to be done if Outlook 2000 or Outlook 2002 is being used on the migration server; however, this is not the only cause. I encountered the same problem, and traced it back to the installation of the .NET Framework, which appears to have updated the "mapi32.dll" to version that does not work with the migration tool. However, anything that updates the "mapi32.dll" might cause the same problem. The solution for it is to rename the "mapi32.dll" to "mapi32.bku" (or copy it somewhere else). Then install (or reinstall as the case maybe) Exchange 2000 Service Pack 3. This will put the proper "mapi32.dll" in place allowing you to run the migration tool. If you don not rename or remove the "mapi32.dll" prior to running SP3, you may have more up to date version of the "mapi32.dll" installed than SP3 uses. SP3 will not replace a newer version of the "mapi32.dll" and your problem will not be fixed.
