In my case the "Update Source Settings" and the "Proxy configuration" were ok but the issue was still occurring. I fixed it by going to Services console on the server with the problem, check that the "Update Services" service is set to "Local System". In my case it was "Log On As: Network Service", I changed it to "Local System", restarted the Update Services, the II Service and it fixed the problem.
We got this error when attempting to communicate with the WSUS server through the firewall via a NAT address. Once a fixed IP address was assigned to the WSUS server the problem disappeared.
