This started when the drive that contained the AD logs died. A new drive was installed and a new WinNT and NTDS directory were recreated with the correct security.
This behavior can occur because of your system's attempt to recover a domain controller's copy of the Active Directory database either deleted the Ntds.dit file or copied it to the wrong directory. See ME280364 and ME295932 for more details.
