This problem occurs because the antivirus software is not configured to exclude the DHCP database files in the %systemroot%\System32\DHCP folder when the software scans the computer. See ME927059 for information on solving this problem.
As per Microsoft: "There may be more than one reason for this problem. One possible reason is that the server's IP address or addresses listed in the registry contains leading zeros in one or more octets. For example: 015.057.120.001. Do not use leading zeros for any of the IP addresses listed in an "Unattend.txt" file". See ME194028 for more details.

As per Microsoft: "The default directory <WinNT_root>\System32\Dhcp was not present before Microsoft DHCP Server service was installed. The Microsoft DHCP Server service installation process will not check for this directory, nor create it if it is missing". See ME173040 for more details.
