The terminal services licensing grace period has expired and the service has not registered with a license server. A terminal services license server is required for continuous operation. A terminal server can operate without a license server for <number> days after initial start up.
For Windows 2000 install Terminal Services Licensing (Go to Start -> Settings -> Control Panel -> Add/Remove Programs then click Add/Remove Windows Components) on one or more domain controllers near the computer with the error message and activate it. One such domain controller must be accessible over the network or else Terminal Services Licensing will fail. For Windows 2003 it can also be installed on the Terminal Server itself. This is obviously more fault tolerant. See M239107.
You will also receive this error if you are trying to run a Windows 2003 Terminal Server with a Windows 2000 Licensing Server. Windows 2003 Terminal Server will only register with a Windows 2003 Licensing Server. See ME823313 for more details.
ME279561 provides information on how to override the license server discovery process for the Windows 2003 Terminal Services.

In Windows 2003, if you only need to use Terminal Services for administration purposes, you have to uninstall Terminal Services and then enable "Remote Administration" via My Computer, Properties, Remote tab. Otherwise, the Terminal Services will stop working after 120 unless you enter a license.
This issue may occur if a certificate on the terminal server is corrupted. See ME329896 to find out how you can fix this problem.
This error is logged when a terminal server has not found a license server within its 90-day grace period window.
