As per Microsoft: "The reasons for this could be many:
1.The ClusterEnabled setting in the metabase is set to 0 instead of 1.
2.Too many storage groups have been configured on the cluster.
3.The groups Exchange Domain Servers, Exchange Enterprise Servers, and Exchange Services may have been moved out of the USERS container in AD.
4.Permissions issues on the Organization, Administrative Group or Server levels may have been modified".

The Microsoft Exchange System Attendant service may not come online on a server that is running Microsoft Exchange Server 2003 in a Microsoft Windows 2000 active/passive cluster. This problem occurs if the RootVer registry value is invalid. See ME906154 to correct this problem.
