Essential resources could not be allocated. Some Events might not have been reported.
This problem is caused by a conflict between CAs (Computer Associates) High Availability and Symantec Antivirus. I called CA, and they e-mailed me a fix. It is not listed in their knowledge base but they say it will be included in High Availability 11.1 SP1.
