According to EV100578 (Windows 7 machines fail to apply software installation group policy on startup), this problem seems to be caused by a delay in initializing network and locating domain controllers. To resolve the issue we need to give system more time to initiate network before proceeding with the logon process. See the article for more details.
Application Adobe Flash Player 10 ActiveX from policy TestWin7Push - From a support forum: "This issue occurs if the installation file is not compatible with UAC (User Account Control), because of that you cannot open the *.exe file on a network location unless you log on with a domain administrator account. If you turn off UAC this issue should not occur.". Some users were still experiencing the issue even when UAC was turned off. For some that were using non-English versions of Windows, setting the advanced deployment option "Ignore language when deploying this package" solved the problem.
