I got this error, along with EventID 9149 and EventID 1005 from the same source, after configuring security on a Veritas Cluster. It turned out that the account the Veritas Helper service was running under was not in the local computers Administrators group. Reconfiguring using the Veritas Configuration Wizard corrected the problem.
In my case, this event occured after changing the name of the Exchange server. I changed back to the original server name, and the problem was solved.
