We had this error on a DHCP server not member of a Domain. As soon as the second NIC (which was connecting to our inside network which contains an AD Domain) was being enabled the DHCP service quit. This is default behavior, according to “WindowsITPro InstantDoc #46383”.

This error disappears when you manually restart the DHCP Server service.
