One of the reasons could be that /3GB switch has been added to boot.ini to allocate more memory space for store.exe (MS Exchange Server). What this switch does is to allocate 3GB of virtual memory for user processes (instead of default 2GB) and leave 1GB for the operating system. It also increases the physical memory allocation for userís processes from 576 to 896 MB.
Removing this switch from boot.ini will fix the Virtual Server issue but store.exe will have less memory available.
