What is the role of the Cluster Service?
This behavior occurs if the following conditions are true:
1.The Internet Connection Firewall (ICF) is enabled on the cluster-based server computer.
2.The Cluster Server check box in the Select the server roles that the selected server performs list is not selected in the Security Configuration Wizard.

"This problem can occur if you did not restart the Cluster service. You must stop and restart the Cluster service on both nodes after you change either the Cluster service account or the Cluster service password".
