What is the Removable Storage?
As per Microsoft: "This error may occur when you connect a device that does not support the media ejection lock/unlock (SCSIOP_MEDIUM_REMOVAL) operation code. The error occurs because of a limitation in the Removable Storage component. Removable Storage does not expect the device to be connected, because the device does not support the media ejection lock/unlock operation code". See ME875528 for more details.

In the Windows 2000 Removable Storage tool, you can use a cleaning cartridge with a changer device. However, Removable Storage cannot differentiate between a standard cartridge and a cleaning cartridge when you inject a cartridge. When you want to clean the drive, do not inject a cleaner cartridge in the same manner as a typical cartridge. Instead, use the Cleaner Management Wizard.
If you inject a cleaning cartridge into a slot that is not yet reserved for it this event occurred. The solution is to choose the magazine and remove the cleaning cartridge from the slot. Then set the magazine in the changer again. Removable Storage automatically configures it and synchronizes its database. Then, add the cleaning cartridge properly. See ME280117 for details.
This error happened because the Tape changer was seeing the cleaning cartridge in Slot0 and didn't know how to handle it. Removing the cleaning cartridge and running the following steps fixed the problem:
1. Start / Run / ntmsmgr.msc / OK.
2. Double-click Removable Storage.
3. Double-click Physical Locations.
4. Right-click the changer device and press Cleaner Management Wizard.
5. Follow the on-screen instructions.
