As per Microsoft: "This event can occur when there are accompanying problems with public folder visibility and/or usage. For example, especially in mixed environments, users with mailboxes on Exchange 2000 might not be able to see public folders homed on an Exchange 5.5 server, while those same public folders could be visible to users having mailboxes on Exchange 5.5. Event IDs 9551, 1025, and 1115 could also be in the application log". See MSEX2K3DB for more information.
