There can be several error codes reported with this event so each of the should be treated differently as they point to different type of problems:
- Error code 0x8000ffff = Catastrophic failure error.
- Error code 0x80070005 = Access is denied.
- Error code 0x8002802b = Element not found
- Error code 0x800705aa = Insufficient system resources
- Error code 0x80029c4a = Cannot Load Library

From a support forum, a general explanation for this type of error: "The .NET Runtime Optimization Service attempts to re-try compilation of assemblies when it runs into what it believes are transient errors; examples include RPC errors, out-of-memory errors etc. However, after it has tried to compile the same assembly 20 times and has still failed to do so, it outputs the message above and shuts down."
