Event ID: 11183 Source: Dnsapi

The system failed to update and remove registration for the network adapter with settings: Adapter Name : {58A8B356-5A4C-43FC-A85A-F3B746C3D2A6} Host Name : <...host_name...> Adapter-specific Domain Suffix : <> DNS server list : Sent update to server : IP Address(es) : The reason the system could not perform the update request was the DNS server contacted refused update request. The cause of this is (a) this computer is not allowed to update the specified DNS domain name, or (b) because the DNS server authoritative for the zone that requires updating does not support the DNS dynamic update protocol.
I configured a standalone server (S2) with Win2000 AS and connected it to the network as a workgroup member with a name and a static IP address in the same subnet as the DNS server (S1). I connected S2 to the network without joining the domain. I later changed the name on S2 and joined the domain with the same static IP address. The event log showed this (11183) error. I checked the DNS manager on S1 against the guidelines in ME300202 (I am running SBS2000 and all the zones were already configured), and then saw that the old name for S2 was listed in the Forward Lookup Zone for the static IP address. I deleted all the instances of the old S2 name, and rebooted S2. After I logged onto the domain, I checked the DNS manager on S1, and the new server name for S2 was listed and the Event Viewer on S2 no longer shows the warning. You might want to check ME296116 for more details.
