I continued to receive this error after an installation of my Windows XP client. I received the error anytime I tried to install a program in the Program Files folder or any other folder. The users I attempted to install under were local administrators on the workstation.
After hours of troubleshooting, I reset the permissions on each file/directory by setting the permissions on the root of the drive and telling the computer to replace permissions on all child objects. I was finally able to install all programs and stopped receiving the errors.
