I ran into this problem trying to install roll-up PSE450W2K3R02.msp (see "Citrix Support Document ID: CTX116289") on a Citrix server (W2K3 R2 SP2). The problem was solved by running the installation directly from the console. Strangely enough, the error did not occur on other Citrix servers.
This error appeared in few systems in certain user profiles. The users have belonged to the group of local administrators before. I could avoid this error when logging on as administrator and do the install w/o error. I also found an interesting note in the Blog of Aaron Stebner, although the value of the mentioned key was already set to zero. Altering the value to one did of course not succeed. Also toggling the other two keys NtfsDisable8dot3NameCreation and Win95TruncatedExtensions did not solve the issue.
As I said, I avoided the error by installing the program with the administrator account.
