The synchronization of mailbox rules may not work when you move mailboxes from an Exchange 2000 Server server to an Exchange Server 2003 server. See ME899328 for a hotfix applicable to Microsoft Exchange Server 2003.

As per Microsoft: "This behavior may occur after you have increased the level of diagnostics logging on the Exchange 2000 Server mailbox store. These notification events do not indicate a problem with the moved mailbox, and are not logged at the default diagnostic logging level in Exchange 2000 Server. This behavior is by design". This event occurs when you try to move a mailbox from one Exchange 2000 Server to another Exchange 2000 Server. See ME811253.
Occurred while moving a mailbox on which the associated user account had been disabled.
