The synchronization of mailbox rules may not work when you move mailboxes from an Exchange 2000 Server server to an Exchange Server 2003 server. See ME899328 for a hotfix applicable to Microsoft Exchange Server 2003.
As per Microsoft: "This behavior may occur after you have increased the level of diagnostics logging on the Exchange 2000 Server mailbox store. These notification events do not indicate a problem with the moved mailbox, and are not logged at the default diagnostic logging level in Exchange 2000 Server. This behavior is by design". See ME812849 for more details.
As per Microsoft: "This problem can occur when an incorrect property is set on a message or folder". See ME189193 for more details.
This event occurs when you try to move a mailbox from one Exchange 2000 Server to another Exchange 2000 Server. See ME811253.
