In my case, installing "MSI Installer 3.0" cleared the error.
Make sure that you have Execute permissions on your current temporary directory (most likely “C:\Documents and Settings\<user name>\Local Settings\Temp”).
From a newsgroup post: “I've contacted Microsoft after receiving exactly the same error message trying to install Office XP. In my case, I managed to discover that some uninstaller had removed “LZ32.DLL” from my system. I extracted it from the system CD to the system folder and the install worked fine after that. Of course, there may be other missing DLLs that cause this error”.
