This can be recorded for various software packages. In most cases, the problem is exactly what the event is suggesting: the account used to run the installation of the product does not have sufficient rights to perform this installation.
ME293956 is applicable to Microsoft Visio 2002 and it says that this issue may occur if you are installing Visio 2002 on a computer using the Microsoft Windows NT 4.0 operating system.
ME217662 describes a situation where the same message but for Office 2000 appears if you try to run Setup by using the /j switch.
From a support forum: "We got around the problem by removing and recreating the user profile on the NT workstation that Outlook was being installed. When logged in as Administrator, Outlook would run fine, but when ever we tried to log in as the user, we'd get Error 1925 when trying to run Outlook. Deleting adn recreating the user account seems to have fixed the problem."
