Description
Rejected an OSPF packet from <IP address> to 224.0.0.5 because the OSPF data length in the OSPF header was 56 but the length calculated from the IP Header fields was 68.

This problem is with IOS version 12.0 and newer, which supports OSPF Link-Local Signaling RFC 4813 (respectively RFC 4812).
Windows 2003 does not count correctly OSPF data length from the IP header if the received packet uses OSPF Link-Local Signaling. A workaround is to switch off LLS on the Cisco router. This can be done on the specific interface.
