According to TD581708, ensure that the virtual machine configuration file is set with the right parameters. Additionally, ensure that the configuration file has the right permissions set so that the VMMS service can access it.
A VM was restored to an alternate Hyper-V host. It was in a saved state and would not start generating this error. Furthermore the Virtual NIC for the VM was showing invalid configuration. Two steps were taken to successfully initialize the VM:

1. Reconfigured the Virtual NIC to use the correct network
2. Deleted the saved state of the restored VM

It should be noted that you may also need to reconfigure other settings such as the virtual DVD and floppy drives (and possibly other VM settings) but it was unnecessary in this case.
