What is the role of the Exchange MTA Service?
Why are some errors fatal?
As per Microsoft: "This issue may occur if the "Manage auditing and security log" permission (SeSecurityPrivilege) is removed from the Exchange Enterprise Servers group on some domain controllers or on all domain controllers. The Exchange Enterprise Servers group must have the "Manage auditing and security log" permission on all domain controllers in the domain". See ME896703 and MSEX2K3DB for information about this event.
As per ME320039, this problem may occur if the global catalog server is located in a different domain than the Exchange 2000 computer. In this situation, the Exchange 2000 computer cannot contact the global catalog server (after you apply Service Pack 2).
ME314294 says that this issue may occur if the Manage Auditing and Security Log right (SeSecurityPrivilege) was removed for the Exchange Enterprise Servers domain local group on some or all of the domain controllers.
