As per Microsoft: "Perhaps the remote server was shutdown, or some other unexpected error occurred. Check the event logs on both servers for additional information". See MSEX2KDB for further details.
If the number of messages in the Dynamic RAS connector's outgoing queue exceeds the Dynamic RAS connector's configured threshold, this event might be logged. See ME247782 for more information on this issue.
As per Microsoft: "This behavior can occur because of network-related problems that are external to Exchange Server performance. When there is not enough network bandwidth for any additional traffic, the message transfer agent (MTA) cannot create the necessary connections.
