In our case, the AD account was disabled for administrative maintenance. We just needed to enable it (wait a little before trying migration again).
This behavior may occur in the following circumstances:
1. If the user account to be associated with the mailbox specified in the event description is disabled.
2. If you are trying to run the Exchange Server Migration Wizard without the required permissions.
3. If the mailbox specified in the event description is corrupted.
