As per Microsoft: "This event indicates that the Migration Wizard could not find a mailbox in the target directory. Attempting a command line migration under certain circumstances can cause this error. For example, if a user account has been migrated using the Active Directory Migration Tool (ADMT) and this account is then mailbox-enabled in Active Directory, and then command line migration is attempted, this error may show up. This is because the command line migration (in SP1 version of Exchange 2000 Server) matches X.500 addresses only. The wizard-based migration matches the Security ID (SID), the X.500 address, or both". See MSEX2K3DB, ME281496, and ME867507 for information regarding this event.
