This problem occurs because a schedule attribute for the site link is formatted incorrectly. The Intersite Messaging component runs asynchronously when you create or modify the site link. After the method of the ActiveDirectorySchedule class is called, the Intersite Messaging component checks the schedule attribute, and then it resets the value for full replication. Therefore, the replication for the site link is available for all time periods. See ME941683 for a hotfix applicable to Microsoft .NET Framework 2.0.
