Server publishing rule [<rule>] that maps <IP:port> <protocol> to <IP:port> for protocol [<protocol>] was unable to bind a socket for the server. The server publishing rule cannot be applied. The Firewall service failed to bind a socket for the server. The error code in the Data area of the event properties indicates the cause of the failure.

This pertained to having the wrong addresses assigned in ISA server for the network. Someone did not define the whole IP range that was found by the server in the IP routes. Configuring the internal network to match the IP routed network removed this error.
