ISA Server failed to load Web Filter DLL C:\Program Files\Microsoft ISA Server\Websense-MSP.dll. The error code shown in the Data area of the event properties indicates the cause of the failure.
As per Microsoft: "This problem may occur if the link translation state settings for one or more Web publishing rule are corrupted in either the registry or in the Active Directory directory service. To identify the corrupted data for a stand-alone server, view the storage location in the registry. To identify the corrupted data for enterprise arrays, use Active Directory". See ME816454 for a hotfix applicable to Microsoft Internet Security and Acceleration Server 2000.

This issue may occur if a Web publishing rule is corrupted in the Microsoft Internet Security and Acceleration (ISA) Server 2004 firewall policy. See ME837864 for information on fixing this problem.
Error may appear hourly in the ISA server Application Event log. According to Websense "The error message has shown no affect on the function of ISA server or Websense Server. However, upgrading the ISA service pack level should resolve this". See Websense Knowledgebase Reference Number: 610 and ME313369.
