ME890306 provides information on fixing this problem.
This error is caused by an improper configuration in the Routing and Remote Access service. The service must be made dependent upon Microsoft ISA Server Control service. To do this you must edit the Registry in the key “HKLM\System\CurrentControlSet\Services\RemoteAccess” and add "isactrl" in the “DependOnService” value.
This error occurs if Routing and Remote Access starts before the ISA Control Service starts. See ME840683 for details on how to fix this problem.
From a newsgroup post: "The error occurs if upgrading W2K to .NET, without uninstalling ISA first. Un-installing ISA and then reinstalling it solved the problem".
