You will see this event after a "dirty shutdown" of NT Servers using the OS's RAID capability. If you create a disk mirror set and the computer crashes, after rebooting, you'll receive the above event (if you have multiple mirror sets, you'll receive multiple identical events). The mirror synchronization may take several minutes to complete (sometimes hours, depending on size) and when they finish they trigger events of ID 19.
