This is related to what exchange thinks are adequate vs inadequate system resources. We found mail queuing up on Edge with the last error saying "452 4.3.1 Insufficient system resources". But the above event was logged on the Hub Transport server. Internal mail continues to work as does some internal SMTP mail (this may have been problem specific) but edge sync mail seems to stop.
Only thing so far I've found is Exchange Server 2007 Transport: 452 4.3.1 Insufficient system resources (EV100066). Or this summarised version: EV100067.
Solution appears to disable Transport from monitoring or to adjust to more accurate settings for your situation.
TB201658 provides information about Exchange Back Pressure, a system resource monitoring feature of the Microsoft Exchange Transport service.
