In my case Outlook Mobile Access option was not enabled in Exchange system manager. Go to Exchange System Manager -> Global Settings -> go to the properties of Mobile Services -> Enable the option for Outlook Mobile Access. After enabling this option, OMA was working fine without any errors.
As per Microsoft: "This event indicates that the particular user has not been granted rights for wireless access (that is, the user is not enabled for Outlook Mobile Access browse)". See MSEX2K3DB for more details.
