Here's my solution to this problem: “Under Administrative tools go to Component Services Console, browse to the following component: Component Services -> Computers -> My Computer -> Com+ Applications -> Workflow Event Sink -> Components -> CdoWfEvt.EventSink.1. Right click on CdoWfEvt.EventSink.1 and click on properties, go to the security tab and check both "Enforce component level access checks" and "Can Register Workflow". Additionally add your account to the "Can Register Workflow" and "Privileged Workflow Authors" roles under Workflow Event Sink”.
