The checkpoint with the PDC was unsuccessful. The checkpointing process will be retried again in four hours. A full synchronization of the security database to downlevel domain controllers may take place if this machine is promoted to be the PDC before the next successful checkpoint.

In order to fix the problem I ran DCdiag.exe and used the following steps as pointed out from the utility itself:
1. repadmin /options <DC_name> -DISABLE_INBOUND_REPL
2. repadmin /options <DC_name> -DISABLE_OUTBOUND_REPL

In our case, this message occurred when the DCs had different date/time settings. After we set all DCs to the exact same date/time, the error disappeared.
This message occur when a domain controller holding the PDC operation master role cannot successfully communicate with downlevel backup domain controllers. See ME269417 for details.
