Event ID: 17 Source: CertSvc

The Certificate Server did not start: Unable to initialize the database connection for <computer name>. The error code is <error code>.
My error details was "The system cannot find the file specified". I got this event after doing a system state restore. Upon rebooting, Certificate Services tried to restore its database when in fact it has already been restored. The solution was to delete the following registry key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\CertSvc\Restore in Progress.
