According to Microsoft the directory synchronization object must have a valid X.400 proxy address. See MSEX2KDB for additional information about this event.

As per Microsoft: "The problem can be corrected by adding a valid X.400 address to the sender's mailbox properties on the Email Addresses tab in the Microsoft Exchange Administrator program". See ME155104, ME149583, and ME158039 for more details.
This event has been reported when one is not able to send outbound Internet email from an Exchange 5.5 account. You will receive this if you deleted the X.400 address from an Exchange Server 5.5 account. This can be fixed by adding the X.400 email address back to that account.
