This is currently not resolved as the following information from Symantec does not resolve the issue, but here is the information anyway:
If running NAVMSE 2.14, then upgrade to NAVMSE 2.16 or newer, make sure that NAVMSE has folder creation rights for Top Level Folders. See the document Error: "Service could not start Norton AntiVirus for Exchange, Error 2140" when loading Norton AntiVirus for Microsoft Exchange.
Customers have reported that updating to the current service pack for Microsoft Exchange has solved the problem.
