I noticed this error on a Windows 2003 Small Business Server Professional Edition after the installation of SBS. It may just be a coincidence. This error occurred when the "Windows Time" service was started and the C:\Windows\Debug folder and all of its subfolders and files had a file attribute of "Read-Only" set.
