As per ME301234, this behavior can occur if Norton AntiVirus Corporate Edition is installed on the Exchange 2000 server. This configuration is not recommended by the Norton AntiVirus vendor, Symantec. To resolve this issue, remove the Norton AntiVirus Corporate Edition from the Exchange 2000-server. For virus protection on the Exchange 2000 server, install an Exchange-aware antivirus program.
